"S. M. Bugge has made a most sensible suggestion for the practical improvement of the foot of Spring Street which has for many years been a dumping ground for rubbish and garbage not well calculated to favorably impress visitors. Mr. Bugge suggests that the present wharf site at the foot of the street be utilized as a landing place for launches and other small craft and that a neat floating boathouse be built to occupy nearly all the space between the Bugge and Carter docks and that the foot of the street be nicely graded to the foot of the water's edge and beautified with grass, flowers, and shrubbery. It is the ideal place for a boat landing and could be made very attractive if improved and utilized in the manner suggested. If, as an assignment of the lease of the wharf site can be secured, it ought not to be a difficult matter to obtain by public subscription, a sum sufficient to carry Mr. Bugge's idea into effect."
